every second day. I have engaged as a temporary expedient 20

selected soldiers who have been put through a course of

instruction in "police tact and duties, as a reinforcement to

the European Police. I have instructed the Captain Superintendent

of Police to warn all European ladies to carry a Police whistle when shopping &c., in the City. I have replaced the Police guard on the explosives depôt by a strong Military guard. I have

declined to allow the export of dynamite to Macao (270 cases had

been applied for and sent since September) and I have taken various other executive measures of which the most important is

the Amendment of the Peace Preservation Ordinance which I now

have the honour to submit to you, with the customary report by

the Attorney-General.
